The Chartered Institute of Taxation of Nigeria (CITN) Enugu & District Society (EDS) marked a significant milestone on Saturday, September 28, with the Investiture of its 6th chairman, Ọzọ Chidi Ezema, and inauguration of the new executive council. The event, held in Enugu, was graced by key figures in the tax and business community, including the Governor of Enugu State, represented by Hon. Emeka Sunday Ajogwu, Commissioner for Special Duties. The 16th president and chairman of council, CITN, Samuel Agbeluyi, presided over the formal inauguration, stressing the importance of strong leadership for the district.

CITN has played a pivotal role in shaping Nigeria’s tax landscape since its inception, focusing on improving tax administration, building public trust, and enhancing professionals’ capacity to deliver tax services. The inauguration of Ezema represents a renewed focus on these objectives, with hopes that the district will continue to lead efforts in promoting tax education and development across Enugu State.
In his keynote address, Agbeluyi urged Ezema to embrace innovative approaches to leadership, emphasizing the need to attract more members to the district and increase its visibility. “This district needs leadership that is proactive and capable of adapting to the ever-evolving challenges facing taxation in Nigeria,” Agbeluyi stated. He also underscored the importance of strengthening the institute’s relationship with government bodies to ensure effective tax reforms.

In his acceptance speech, Ọzọ Chidi Ezema expressed deep gratitude to his predecessors, particularly Professor Nkemdilim Virginia Udeh, for her mentorship and guidance. He highlighted his vision for the future of CITN-EDS, focusing on member welfare, expanding outreach through training, and developing strategic partnerships. “I am committed to upholding the values of this institute, ensuring transparency, accountability, and the development of tax professionals in Enugu State,” Ezema pledged, noting that his administration would continue to work closely with government officials, including Governor Peter Mbah.
The Investiture Lecture, delivered by Emmanuel Ekene Nnamani, Chairman of the Enugu State Internal Revenue Service, centered around the theme, Balancing Tax Policy and Private Sector Development. Nnamani explained that understanding the Nigerian Tax Policy of 2017 is essential for both tax authorities and the general public. “Our move toward an indirect tax model is designed to ease the burden on taxpayers, while still generating revenue for the government,” Nnamani said, pointing to the importance of taxing the informal sector using presumptive tax models.
Nnamani also praised the performance of the Enugu State government, led by Governor Peter Mbah, for fostering a conducive environment for tax compliance. “The visible impact of tax revenue in the state has made collection more straightforward, as citizens can see the benefits in infrastructural development and social services,” Nnamani noted. He urged the CITN to continue advocating for policies that promote private sector growth and development, ensuring that tax revenue is utilized effectively.

Speaking on behalf of the Governor, Emeka Ajogwu highlighted Mbah’s innovative approach to financing through tax reforms. “Despite limited federal allocation, the Mbah administration has almost successfully implemented the ₦521 billion 2024 budget. This allowed for the completion of key projects, such as the International Conference Centre and Hotel Presidential, which had been neglected for years,” Ajogwu said. He also referenced the ongoing massive road construction across Enugu State, emphasizing that such projects were made possible through efficient tax revenue management. “We are all witnesses to the ongoing infrastructural transformation in Enugu, thanks to these reforms,” he added.
Tom K. Onyeagwa, who chaired the occasion, applauded the new leadership of CITN-EDS and called for collaborative efforts to achieve the district’s goals. “Leadership requires collective strength. We are confident that with Chidi Ezema at the helm, CITN-EDS will scale new heights,” Onyeagwa remarked.

In her welcome address, Mrs. Ifeoma Otiji, Chairman of the 6th CITN-EDS Investiture Committee, expressed her pride in the organizing committee’s dedication and professionalism. She appealed to members to support the new leadership, stressing that teamwork was essential for success. “There is still much work to be done in our district. We cannot afford to stand aloof now that expectations are high,” Otiji noted, adding that all members must contribute to achieving the district’s objectives.
A host of prominent figures were present at the event, including but not limited to the Acting Registrar and Chief Executive of CITN, Afolake Oso; HRH Prof. V.C. Onah, FCTI, the Eze Oshimiri 1 of Ede Enu, Ede Oballa, Vice Chairman of CITN-EDS and the royal father of the day; Sole Administrator, Federal Inland Revenue Service Ebonyi, Enugu and Abia states, Dr. Robin Njoku, and President of Unique Friends, Professor H. O. Eze. In attendance were also Dame Ugochi Madueke, the Honorable Commissioner for Culture and Tourism for Enugu State, and Mr. Robinson Odo, Chairman of the Civil Commission, Enugu State. Their presence lent further credence to the significance of the occasion, demonstrating the broad support for the new leadership.

Professor Uche Lucy Onyekwelu, a distinguished academic, tax expert, and National President of the Association of Management and Social Sciences Researchers of Nigeria (AMSSRN), emphasized the critical role of taxation in economic growth, calling on the new leadership to continue pushing for sound tax policies that foster private sector development. “CITN’s work in promoting tax education and policy reform has been essential in advancing Nigeria’s economy, and this must remain a priority,” Onyekwelu, who is also Head of the Department of Accountancy at Enugu State University of Science and Technology, said.
The event culminated in a moment of celebration, as dignitaries, including the pioneer chairman of Unique Friends, Dr. Ezike F. Ajibo, and Professor H. O. Eze, hailed the achievements of CITN-EDS under its previous leadership. Adding to the festive atmosphere, the Enugu State International Cultural Troupe entertained guests with their mesmerizing and captivating dance. Ezema, buoyed by the support of those present, reiterated his commitment to making the district a model for tax policy implementation and professional development.

Governor Peter Mbah’s administration was lauded for its ongoing reforms in the state’s tax sector. Ezema, in his address, affirmed his intention to collaborate closely with the state government to ensure that tax revenues continue to be judiciously used for development projects. This partnership, he said, would not only enhance tax compliance but also create an enabling environment for businesses in the state.
