ABUJA September 29, 2025 – The conferment of the prestigious rank of Senior Advocate of Nigeria (SAN) on Dr. Kingsley Tochukwu Udeh, the Attorney-General and Commissioner for Justice of Enugu State, has been described as a milestone achievement for both the state and the Nigerian legal profession. Dr. Udeh, who hails from Ozalla in Nkanu West Local Government Area, was among the 57 distinguished lawyers conferred with the rank at the Supreme Court complex in Abuja, today.
Born on November 14, 1980, and an alumnus of the College of the Immaculate Conception (C.I.C) Enugu, Dr. Udeh has built a reputation as a reform-minded lawyer, scholar, and public servant. He obtained his LL.B from the University of Nigeria before proceeding to the University of Nottingham in the United Kingdom, where he earned a Master of Laws (LL.M) degree with distinction, specialising in public international law and public procurement. He later completed a Doctor of Laws at Stellenbosch University, South Africa, where his research focused on public procurement systems in Africa, particularly the effectiveness of bidder remedies in Nigeria and South Africa.
Before his appointment as Enugu State Attorney-General in 2023, Dr. Udeh served as a consultant to international development organisations including UNICEF and the UK’s Department for International Development (DFID), contributing to reforms in public procurement, governance, and public finance management. He also lectured at Baze University, the Nigerian Law School, and the University of Nigeria, inspiring a new generation of lawyers with his depth of knowledge and commitment to reform.
As a practising advocate, Dr. Udeh has been involved in landmark legal battles that have shaped Nigeria’s constitutional and electoral jurisprudence. He served as lead counsel in the celebrated case of PDP v. INEC & Ors (2018), where the Supreme Court clarified critical questions on the powers of political parties in electoral disputes. He also played pivotal roles in high-profile constitutional matters, including cases challenging unconstitutional legislative and executive actions, reinforcing the supremacy of the Nigerian Constitution. His advocacy has not only advanced the frontiers of electoral justice but also deepened democratic practice in Nigeria.
In his current role as Attorney-General of Enugu State, Dr. Udeh has championed legal reforms aimed at strengthening institutions, enhancing access to justice, and modernising the judicial process. He has been instrumental in repositioning the state’s justice system to align with Governor Peter Mbah’s transformational agenda, particularly in areas of dispute resolution, rule of law, and governance. His passion for reforms and his insistence on professionalism have earned him respect across political, legal, and academic circles.
The elevation of Dr. Udeh to the rank of SAN is seen not only as personal recognition of his brilliance and commitment to justice but also as a proud moment for Enugu State.
