The Enugu State Internal Revenue Service (ESIRS) has called on property owners to fulfill their civic duty by paying the Land Use Charge (LUC) promptly. The agency emphasized that the revenue generated from the charge is essential for funding critical infrastructure, improving public services, and fostering urban development across the state.
The Land Use Charge is a consolidated property tax that harmonizes all existing property based rates except Ground Rent (It means that ground rent remain payable by property owners). By streamlining these payments, the state government has made tax compliance more convenient for residents while ensuring a more structured and efficient revenue collection process.
According to ESIRS, the responsibility of paying LUC rests primarily on property owners, including individuals and corporate entities with developed or undeveloped land. In some cases, tenants or occupiers may be responsible, depending on lease agreements. The agency urged all stakeholders to take advantage of the seamless payment platforms provided to avoid penalties and legal actions.
The Executive Chairman of ESIRS, Emmanuel Ekene Nnamani, noted that prompt payment of LUC is not just a legal obligation but a civic responsibility that ensures the government can provide essential services. “Every property owner benefits from good roads, street lighting, drainage systems, and security services. These projects are funded through taxes like the Land Use Charge,” he stated.

Beyond revenue generation, the LUC also plays a vital role in urban planning and property regulation. By assessing properties and ensuring compliance, the government can enforce zoning laws, promote proper land use, and enhance the overall livability of Enugu State. ESIRS further explained that the charge encourages landowners to develop idle properties, thereby boosting economic activity and job creation.
To enhance transparency and convenience, the agency has digitalized the payment process, allowing property owners to check their LUC status and remit payments online. The ESIRS assured the public that all funds collected would be judiciously used to improve infrastructure and public services across the state.
While commending compliant taxpayers, the revenue agency warned that defaulters will face strict enforcement measures, including fines, property sealing, and legal action. It urged residents to take advantage of the ongoing awareness campaign to regularize their payments and avoid disruptions.
“As a responsible government, we are committed to building a state where businesses thrive, and residents enjoy a high standard of living. This is only possible when everyone contributes their fair share through timely tax payments,” the ESIRS chairman added.
