Gov. Mbah Signs N971bn 2025 Budget, Pledges Committed Implementation for Transformation

Enugu, Nigeria – Governor Peter Mbah of Enugu State has signed the 2025 Appropriation Bill into law, outlining his administration’s determination to deliver exponential economic growth and inclusive prosperity. The N971 billion budget, tagged the “Budget of Exponential Growth and Inclusive Prosperity,” reflects the administration’s developmental agenda and commitment to lifting all parts of the state.

The budget prioritizes capital development, with N837.9 billion allocated to capital expenditure, accounting for 86% of the total sum. Recurrent expenditure received N133.1 billion, representing 14% of the budget. Education emerged as the largest beneficiary for the second consecutive year, receiving N320.6 billion, which represents over 33% of the entire budget.

During a brief ceremony at the Government House, Governor Mbah lauded the Enugu State House of Assembly for expediting the budget’s passage. Addressing legislators, including Speaker Uchenna Ugwu and Deputy Speaker Ezenta Ezeani, the governor described the approval as a significant Christmas gift to the people of Enugu State.

“What we are witnessing today is democracy in action. This budget, christened the ‘Budget of Exponential Growth and Inclusive Prosperity,’ embodies our vision to ensure no part of the state is left behind. Our development model recognizes that we are only as strong as our weakest link, and this budget is tailored to address our collective challenges,” Mbah stated.

Governor Mbah emphasized that incremental growth would not suffice for Enugu State. “We must be intentional in our strategy. Marginal growth models will not take us to where we want to be. Our growth strategy is anchored on an exponential growth model, aimed at ensuring that no child or adult in this state goes to bed hungry,” he noted.

The governor also reaffirmed his administration’s readiness to commence implementation from January 1, 2025, adding, “This is a huge Christmas gift from the legislature to the people of Enugu State. By January, we will continue marching towards the greatness and development of our dear state. Nothing will deter us.”

Speaker Uchenna Ugwu, in his remarks, attributed the budget’s timely passage to the collaborative process adopted in its preparation. “The parliament was deeply involved in crafting the budget figures, which ensured there was no need for major changes. We are confident that this budget will continue the good governance trajectory the people of Enugu State are experiencing,” Ugwu stated.

The Speaker praised Governor Mbah for the impressive performance of the 2024 budget, adding that the legislature would maintain robust oversight of the new budget’s implementation. “Our oversight functions will ensure transparency, and where necessary, we will offer additional support to the administration,” he added.

Hon. Ezenta Ezeani, Deputy Speaker of the House, expressed optimism about the impact of the budget. “This budget underscores the governor’s commitment to poverty eradication. One-third of the budget is allocated to education, which is the foundation for development. With this focus, Enugu State is poised to achieve zero poverty headcount in the coming years,” Ezeani remarked.

A public affairs analyst, Dr. Obinna Udeze, described the budget as a game-changer for the state. “Governor Mbah’s emphasis on education, infrastructure, and economic growth signals a clear pathway for sustainable development. The prioritization of education is particularly commendable, as it positions Enugu for long-term socio-economic transformation,” he said.

A renowned economist, Prof. Ifeoma Nwoye, hailed the governor’s exponential growth strategy. “This budget represents a significant shift from traditional incremental policies to a more ambitious, data-driven approach. With education and infrastructure receiving major investments, Enugu is setting the stage for accelerated development,” she stated.

Meanwhile, a representative of civil society, Mrs. Adaobi Onyekachi, lauded the transparency surrounding the budget process. “The inclusive approach adopted by Governor Mbah ensures that this budget reflects the aspirations of the people. The emphasis on education and infrastructure is an investment in the future of the state,” she said.
