Enugu, Nigeria – Governor Peter Mbah of Enugu State has unveiled ambitious plans to transform the state into a thriving commercial hub, with a bold step to inject four additional aircraft into the newly proposed state-owned airline, Enugu Air. The N41.1 billion investment, announced during the presentation of the 2025 Budget Appropriation, signifies a pivotal step in positioning Enugu as a transportation and economic powerhouse.
Governor Mbah, addressing the State House of Assembly on Tuesday, expressed his optimism about the transformative potential of the 2025 budget, themed “Budget of Exponential Growth and Inclusive Prosperity.” He outlined a total budget estimate of ₦971 billion, with an unprecedented 86% allocated to capital expenditure (₦837.9 billion) and 14% to recurrent spending (₦133.1 billion).
Speaking passionately about the state’s vision for transportation, Mbah emphasized, “We will be spending ₦41,132,463,000 to expand Enugu Air with the acquisition of four additional aircraft. This aligns with our broader strategy to consummate the concessioning of Akanu Ibiam International Airport and construct a world-class international cargo terminal. Additionally, we are introducing a new taxi scheme in collaboration with the private sector to modernize transportation for Ndi Enugu.”
Transforming Enugu with Strategic Investments
The 2025 budget proposal surpasses the record-breaking 2024 budget of ₦521.5 billion by 86.4%, signaling the state’s determination to fast-track development. As part of the administration’s inclusive development model, the education sector once again commands the largest share of the budget, with ₦320.6 billion earmarked to drive transformative outcomes across two consecutive years.
Economic analyst Dr. Adaobi Nwankwo lauded the governor’s focus on education and infrastructure, stating, “This is a testament to Governor Mbah’s commitment to long-term development. A solid educational foundation is the bedrock of any thriving economy, and this budget reflects that priority.”
Similarly, Professor Onyemaechi Ike Ogbu, a renowned advocate for sustainable development, commended the budget’s emphasis on poverty eradication and inclusivity. “Governor Mbah’s vision is clear: no one is left behind. This budget is a bold statement of hope and progress for Enugu State,” he said.
Record Growth in Internally Generated Revenue
In a remarkable achievement, Enugu State recorded a 286.2% increase in its Internally Generated Revenue (IGR), soaring from ₦37.4 billion at the end of 2023 to ₦144.7 billion by September 2024. Governor Mbah attributed this to deliberate efforts to diversify the state’s revenue base, reduce dependency on federal allocations, and foster fiscal independence.
Economic expert Professor Lambert Geoff hailed the IGR growth as a “historic milestone,” noting that it “positions Enugu as a model for sub-national fiscal responsibility and resilience in Nigeria.”
A Future-Driven Vision
Governor Mbah’s speech to the Assembly underscored his administration’s resolve to chart a new course for Enugu State amidst national economic challenges. “In crafting this budget, we have sought to lay the right foundation to enhance our economy and attract private investments. Despite the harsh economic realities, Enugu is resolute in its commitment to becoming a top-three GDP state nationally while eradicating poverty,” he declared.
He further emphasized the vital role of sub-national governance in driving sustainable growth: “We firmly believe that true national development begins at the sub-national level. Our ambitious plans for 2025 reaffirm our vision for an Enugu State that leads from the front.”
