The European Commission has opened a Google AI investigation to determine whether the tech giant is violating EU competition rules through the way it uses online content to generate AI-powered search results and train its models.

According to the Commission, the probe will examine whether Google failed to provide fair compensation to publishers whose articles are used to produce AI-generated summaries, and whether publishers have a genuine option to opt out without losing visibility on Google Search. Officials noted that many publishers rely heavily on Google Search for traffic and fear losing access if they decline AI usage.

In a statement released on Tuesday, the Commission said the investigation will also review the company’s use of YouTube videos as training material for generative AI systems. Regulators are assessing whether content creators are being denied appropriate payment or the ability to refuse such usage.

The Commission emphasized that opening the Google AI investigation does not prejudge the final outcome. Instead, it marks the beginning of a formal inquiry into whether Google may be abusing its dominant market position by integrating publisher content and YouTube videos into its AI systems without adequate safeguards or compensation.

The results of the probe are expected to shape future EU rules governing AI, digital content, and market fairness.
