The Nigeria Union of Local Government Employees NULGE Mobilisation Network has been formally launched in Enugu State, marking a coordinated effort by local government workers to deepen engagement, strengthen administrative responsiveness, and support governance reforms under Governor Peter Ndubuisi Mbah.
The project NULGE Network for Peter Ndubuisi Mbah (NN4PNM), which the unveiling held in Enugu, Thursday, drew officials, labour leaders, and senior civil servants who emphasised that the initiative reflects workers’ confidence in the transformative agenda of government of Enugu State. The network is to coordinate activities across the 17 local government councils of the state.
Declaring the mobilisation network open, the Enugu State President of NULGE, Comrade Udoagha Ani, described the structure as a timely intervention that will help workers coordinate sensitisation, improve internal communication, and galvanise support for reforms targeted at strengthening local government administration. He said the network emerged from employees’ recognition that the state government’s reforms are changing work standards, modernising administrative processes, and improving service delivery at the grassroots.

Udoagha explained that under Governor Mbah, council staff have witnessed improvements in payment regularity, institutional discipline, and workplace oversight. According to him, the launch of NN4PNM became necessary to ensure workers themselves become agents of stability, credibility, and system strengthening. “The reforms we are seeing require a committed workforce. This network helps us organise better, educate ourselves, and reinforce the positive changes the government is driving,” he said.
Representing the Chairman of the Local Government Service Commission (LGSC), Nana Ogbodo, the Commission’s Secretary, Mr. Osondu Nnaji, commended NULGE for initiating a platform, NULGE Mobilization Network, that aligns employees with institutional goals. He noted that the Commission is currently implementing capacity-building programmes, personnel audits, and stricter compliance standards to restore professionalism within the system. According to him, such complementary efforts help local government personnel understand the expectations of the service and embrace a culture of efficiency.
Also speaking, the Enugu State Commissioner for Labour and Employment, Dr. Felix Nnamani, who was represented by a senior official of the ministry, Nkechi Nnaji, Esq., said “the Ministry welcomes every organised effort that enhances labour–government relations.” He noted that “the NULGE Mobilisation Network would strengthen feedback channels, deepen workplace harmony, and improve policy awareness among local government staff.” Dr. Nnamani emphasised that reforms must be embraced by the workforce for them to be sustainable, adding that “the Ministry supports initiatives such as the NULGE mobilization network that promote responsibility, cohesion, and accountability.”
In his remarks, the National Vice President of NULGE, Comrade Lambert Onuigbo, praised the Enugu State chapter for building a mobilisation structure rooted in workers’ participation rather than external influence. He stressed that the mobilization network is not a political machinery but a professional, voluntary system designed to improve administrative responsiveness and help employees understand their roles within the evolving governance framework. Onuigbo highlighted that across the country, Enugu State stands out in labour–government engagement and commended Governor Mbah for maintaining stable work conditions.
Speakers at the launch of the NULGE mobilisation network repeatedly underscored why the network became necessary, citing the need for worker sensitisation, structured mobilisation within councils, and internal leadership coordination. They argued that without such a platform, misinformation, weak engagement, and administrative gaps could undermine reforms intended to reposition local government administration.

The event also offered workers an opportunity to reflect on Governor Mbah’s broader governance agenda, including technology-driven revenue systems, improved monitoring of council activities, and enhanced compliance across departments. Attendees stated that the administration’s emphasis on discipline and transparency is gradually reshaping how local government offices operate.
Udoagha, in his closing remarks, reaffirmed that, “NN4PNM mobilization network is not just an endorsement mechanism but a workers’ platform to consolidate the gains of the Mbah administration, protect reforms, and strengthen institutional growth.” He pledged that local government employees will remain committed to the governor’s vision of a functional and responsive grassroots administration. The launch of the mobilisation network ended with expressions of renewed confidence in public-sector reforms, with participants describing the network as an effective bridge between policy implementation and workforce participation. Enugu NULGE leadership assured that phase two of the mobilisation structure would involve council-by-council sensitisation to ensure workers at all levels understand the goals of the initiative.
