The Enugu State Electricity Regulatory Commission (EERC) has issued a firm warning to MainPower Electricity Distribution Limited over what it described as the unlawful creation of new customer accounts without installing the required meters. The Commission said the practice violates the state’s regulatory framework and directly undermines consumer protection standards.

In a statement made available to GMTNewsng, the Commission revealed that it had received numerous complaints from electricity users alleging that MainPower created fresh accounts in the names of existing customers without deploying dedicated meters. This move, according to the regulator, exposes consumers to unjustifiable estimated billing and contradicts mandatory metering requirements.

EERC cited Section 35(1)(f) of the Enugu State Electricity Law 2023, along with the Customer Service Standard and Protection Regulations (CSSPR) 2024, which clearly stipulate that every new connection must include a properly installed meter and all associated accessories as outlined in the Metering Code. The Commission stressed that the materials and meters required for any new electricity connection fall exclusively under the responsibility of the service provider.

Reiterating the provisions of its regulations, the Commission stated that the process of connection covers both the linking of premises to the public supply and the installation of a functional meter. It noted that any deviation from this requirement constitutes a breach of enforceable regulatory obligations.

EERC disclosed that it has formally notified MainPower to immediately halt the creation of new accounts under existing customer identities without proper metering. It urged affected consumers to file reports via the Commission’s email, info@eerc.en.gov.ng, or its hotline, 09122642755, to enable swift enforcement action.

The regulator also encouraged unmetered consumers and new applicants to take advantage of the Meter Asset Provider (MAP) Scheme, which allows customers to acquire meters through an upfront payment mechanism with guaranteed refunds approved by the Commission. This initiative, EERC noted, remains a critical pathway for closing metering gaps and promoting transparency in billing.

The Commission emphasized that the creation of any new electricity account without a corresponding meter is a regulatory violation and will attract enforcement measures.
