Enugu RAAMP: Greg Nnaji Assumes Office, Pledges Timely Delivery and Donor Compliance

Enugu, Feb. 28, 2026: Enugu RAAMP – Former Commissioner for Works and Infrastructure, Engr. Greg Nnaji, has formally assumed office as the new State Project Coordinator (SPC) of the Enugu State Rural Access and Agricultural Marketing Project (RAAMP), marking a new execution phase for the World Bank-backed rural infrastructure programme.

Nnaji took over from Enugu RAAMP Acting SPC, Mr. Boniface Madu, during a brief but impactful handover ceremony held at the State Project Implementation Unit office.

The ceremony opened with a prayer led by Rev. Fr. Emmanuel Umezulike, who prayed for wisdom, integrity, and steadfast leadership as the new SPC assumes responsibility. He urged the project team to remain committed to accountability and service, noting that rural infrastructure development which Enugu RAAMP is about has direct implications for livelihoods and economic inclusion across Enugu State.

Speaking after the ceremony, Nnaji expressed appreciation to Governor Peter Mbah for the confidence reposed in him at what he described as “a critical phase” of the project.

“I am deeply honoured by the confidence reposed in me by His Excellency. This is a responsibility I do not take lightly,” he said.

RAAMP as Economic Enabler

The new SPC stressed that Enugu RAAMP goes beyond road construction, describing it as a strategic economic intervention.

“RAAMP is not just a road project. It is an economic enabler. It is about connecting rural communities to markets, reducing post-harvest losses, improving access to healthcare and education, and strengthening livelihoods across the State,” Nnaji stated.

He noted that significant preparatory milestones — including road prioritization, engineering designs, safeguard documentation, and institutional compliance — have positioned Enugu State strongly for both World Bank scale-up participation and Islamic Development Bank (IsDB) support.

Compliance, Speed and Quality

With donor assessments ongoing, Nnaji emphasized disciplined execution and strict adherence to funding standards.

“What lies ahead is disciplined execution, strict adherence to donor requirements, and timely coordination with the Federal Project Management Unit and our development partners,” he said.

He assured that transparency, accountability, and technical excellence would define his leadership, adding that meeting assessment timelines remains critical to unlocking full funding for Enugu RAAMP.

“Our focus is clear — compliance, speed, quality, and impact. We understand the importance of meeting donor expectations and ensuring that Enugu State remains fully prepared,” he added.

Wealth of Experience

With nearly four decades of engineering and public sector experience, Nnaji brings deep technical and administrative expertise to the programme. A Fellow of the Nigerian Society of Engineers (FNSE) and the Nigerian Institution of Civil Engineers (FNICE), he previously served as Commissioner for Science and Technology and later Commissioner for Works and Infrastructure, overseeing major urban and rural road projects across the state.

His appointment is widely viewed as a strategic move to consolidate on the foundation already laid and accelerate rural connectivity, agricultural value chain development, and economic inclusion across Enugu State.

Reaffirming his commitment, Nnaji concluded: “Together, we will ensure that RAAMP delivers tangible value to the people of Enugu State.”
